The state government must exercise good stewardship of the public trust and state resources, by ensuring operational excellence and performance accountability to the citizens it serves.
I pledge to ensure government accountability and transparency for the citizens of Washington State.
I pledge to initiate a third-party, government-wide audit and assessment of all state offices and programs to ensure fiscal and programmatic performance, and report all findings with (sensible solutions) to the public.
I pledge to develop and implement a thoughtful state-wide strategy to help ensure that all state offices operate proactively to our issues; not reactively. This will promote the growth of fiscally responsible plans and guarantee optimal performance as a result.

WASHINGTON FIRST, WASHINGTON STRONG

LAW & ORDER
Judges and Prosecutors need to honor their oath and hold criminals accountable for their actions and stop releasing them back into the general public, only to re-offend.
  • We will provide transparency to the voting public by publishing a judicial and prosecutorial performance report “Judicial Watch”, which assigns a “Community Safety Rating.” Community members will see which Judges and Prosecutors are taking action to keep communities safe, and those who are not.
  • We will stop negligent judicial and prosecutorial discretion which compromises community safety by bringing enhanced accountability and oversight to those offices.
  • Under RCW 43.06.10(7) I will dispatch the Attorney General’s office to support local prosecutors in order to clear case backlogs.
Law Enforcement Officers (LEO) should have the necessary support to effectively do their job without worrying about being targeted for doing their job.
  • Refund law enforcement by providing the necessary equipment and resources needed.
  • Recruitment and retention will be a statewide focus to rebuild the ranks of LEO professionals.
  • Establish a Universal Reciprocity Program (URP) to support out-of-state recruitment initiatives, which will replenish the ranks of our LEO community.
  • Create a recruitment pipeline from high school to the academy.
  • Grow community outreach, education, and engagement activities to include School Resource Officers (SRO) at all school levels.
  • Establish community partnerships for both crime prevention and crime reduction.
  • Increase LEO presence in at-risk communities to enhance community service and support.
Under Article 3 of the Washington State Constitution, I will initiate action to reconstitute the original police pursuit law (reasonable suspicion), and make Schedule 1 drugs a felony again.
Create a State-led Joint Inter-Agency Task Force (JIATF) to target Drug Traffickers, Human Traffickers, and Criminal Organizations.
State Logistical Support for our law enforcement community throughout the state will be expanded.
  • Crime lab support and technical resources for local agencies will be enhanced and improved.
  • Continue to build upon regional training initiatives to ensure best practices and the highest quality training and development of our LEO community.
ENSURING QUALITY IN EDUCATION
When parents and guardians register their children for school, they do not sign away their rights as the primary stakeholders in the upbringing of their children.
‍
We must acknowledge the empirical fact that parental involvement in a child’s education facilitates better attendance, behavior, grades, social skills, and better adaptation to school.
  • I will continue to support the initiative measure 2081 establishing the Parents Bill of Rights, which adds to RCW 28A.605
  • Parents/guardians will have full access to ALL student records (medical, psychological, counselor, academic).
  • Parents/guardians will have full access to ALL curriculum and supplementary materials used in their child’s classroom.
  • Parents/guardians must be notified prior to any medical or psychological services offered to their child or children.
The primary function of the Washington State public education system must be the pursuit of academic excellence in preparing students for their future - not the social/political objectives of special interest groups.

The number one expenditure of the state budget is on education, yet more than half of all Washington students are failing to meet grade-level standards.
  • We will bring mechanisms of accountability to the public school system, such as performance-based funding and incentive programs.
  • We will request and expect that every school district in the state will develop and adapt a strategic plan, which will identify key performance indicators for measurement in the administration of operations for improved fiscal management. The strategic plan will also identify learning achievement gaps and establish action-based improvement plans to ensure continuous academic improvement.
  • We will take steps to enact Science of Reading using Structured Literacy as the state-wide standard to ensure the highest levels of reader proficiency.
  • We must fully fund Special Education and hold districts accountable for implementing IEPs and 504s as agreed with parents/guardians.
  • I will propose legislation that will require School Resource/Security Officers in ALL Schools.
  • Enhance focus on Career & Technical Education (CTE) programs starting in middle school, leading to junior apprenticeship in high school, resulting in job placement upon graduation.
School Choice allows parents access to the best quality of education for their children, especially families living at or below the poverty line.
  • I will support and build upon the tenets House Bill 1615, The Students First Program.
  • This is an Educational Savings Account (ESA) with no strings attached to homeschooling families or private schools. The money follows the backpack!
HOMELESS CRISIS
It is important to understand that the root cause of homelessness in Washington State is not a matter of affordable housing, but rather an epidemic of mental illness. The current administration has spent over 800 million taxpayer dollars to address this issue, only to see a 10% increase in homelessness over the past year. Further, King County is now proposing an 11.5 billion dollar budget to address homelessness, most likely using a similar failed strategy. Additionally, by providing drug paraphernalia, such as hypodermic syringes etc. The state is in fact complicit in subsidizing an individual’s addiction and perpetuating further suffering which often results in the unnecessary loss of life.
SOLUTION WITH COMPASSIONATE ACTIONS
  • As Governor, in accordance with RCW 43.06.10 (12), I will declare a state of emergency based on “public disorder which affects life, health, property, or the public peace.”
  • Under Article 3 (8) of the Washington State constitution, I will activate our national guard to bring forward immediate housing, physical, psychological, and dental health services, which will include alcohol and drug addiction intervention and treatment.
  • We will partner with education partners to bring forward training which will lead to skill certification, as patients/residents move toward improved mental health and sobriety.
  • We will partner with the business community to facilitate job placement.
  • We will partner with non-profit organizations to facilitate temporary housing, out-patient counseling, and community reintegration services.
PREVENTION SOLUTIONS WITH ACTIONS
  • We will make a significant investment in our mental health and addiction treatment infrastructure.
  • We will develop effective state programs to address displaced citizens by providing emergency and transient housing.
  • We will not drive seniors out of their homes with over taxation, but rather, tax relief.
Compassion is not wasting billions of taxpayer dollars on failed plans or becoming complicit in the suffering and death of our citizens. Compassion is taking action to save lives, bring hope, and facilitate a pathway to happiness by addressing the root cause of homelessness which is mental illness and addiction.
MENTAL HEALTH and ADDICTION
Washington state is in the middle of a mental health and addiction crisis and it’s getting worse every day. The current administration’s refusal to acknowledge this crisis is concerning to say the least.

I will commit to building the mental health and addiction treatment infrastructure that the citizens of Washington state deserve. This action over time will lower crime, violence, homelessness, and improve employment and economic growth.
  • The root cause of the homeless crisis in Washington state is mental illness and addiction. (See my Homelessness solutions with action).
  • The actions taken by this administration to shut down our state arguably has a direct correlation to the current state of mental health and addiction adversely impacting our communities. Less than 1 year after the shutdowns, 46.3% of Washington adults reported symptoms of anxiety or depression. 
  • I will never violate our citizens constitutional rights by imposing non-validated shut-downs or mandates, which we now know were unnecessary and costly.
  • Eastern State Hospital and Western State Hospital are the only major inpatient psychiatric facilities in the state with a total patient capacity of approximately 1,217 beds combined. While Eastern maintains national certification for patient safety and quality of service, Western lost its national certification and $53 million a year in federal funding for failure to meet health and safety standards. 
  • “Despite that, and more than $560 million in other mental-health spending, Washington has struggled to comply with court rulings ordering it to better care for psychiatric patients” O’Sullivan, J (2018). Western State Hospital loses $53 million in federal funding after failing inspection: Seattle Times.
  • We will make a significant investment in the mental health infrastructure that will meet the needs of approximately 410,000 adults and 52% of youth ages 12-17, who were unable to receive mental health care.
  • Lawmakers on both sides of the aisle feel as though the new “Blake Fix” takes a step in the right direction by actually enforcing the law and making drug possession illegal again, but they fail to understand that without the proper infrastructure, little change will occur.
  • I will ensure steps are taken to develop the necessary addiction treatment infrastructure, which includes support mechanisms for in-patient access and treatment prior to engagement with law enforcement. 
  • We will utilize our Joint Inter-Agency Drug Task Force (See Law and Order solutions with action) to target and interdict narco-traffickers at all levels to stem the flow of Fentanyl and other narcotics.
  • I will present legislation which makes possession with intent to distribute Fentanyl a class A felony with a mandatory maximum sentence.
CREATING ECONOMIC VALUE AND OPPORTUNITY FOR ALL
As Washington families struggle to make ends meet in a failing economy wrought with unprecedented inflation and high costs of goods, our current State leadership continues to spend excessively and tax Washingtonians unfairly.  We will;
  • Provide tax relief to Washingtonians.
  • Initiate budget accountability protocols to reduce spending.
  • Restructure our welfare infrastructure from a hand-out to a hand-up system.
  • Incentivize small business development for ALL.
  • Create opportunity zones in under-represented communities.
  • Create anti-malware technology that anticipates what’s coming from our enemies
  • Secure a way to prevent the collapse of our tech and defense network from an EMP attack
RESTORING THE RULE OF LAW & SAFE COMMUNITIES
As lawlessness overtakes our rural and urban communities, state leaders continue to undermine our law enforcement professionals with reckless policies. We will;
  • Enhance community policing to establish trust and collaboration as a holistic approach to neighborhood public safety.
  • Fully fund state police and increase the number of law enforcement officers with competitive salaries and hiring bonuses.
  • Work with local, state, and federal authorities to prevent the deadly threat of drugs such as fentanyl, from reaching our rural and urban streets.
  • Hold County Prosecutors accountable for enforcing the rule of law and, partner with Sheriffs and other local law enforcement leaders to reauthorize law enforcement across the state.
  • We will tackle mental health and addiction; the root cause homelessness, by focusing our efforts on compassionate, comprehensive treatment programs and infrastructure. 
  • Create anti-malware technology that anticipates what’s coming from our enemies
  • Secure a way to prevent the collapse of our tech and defense network from an EMP attack
FACILITATING FOOD AND ENERGY SECURITY
Washingtonians must have access to reliable and sufficient quantities of affordable, nutritious food, and similarly, require equal access to reliable and sustainable energy sources. We will;
  • Partner with Washington State farmers and ranchers to identify and mitigate regulatory barriers which may compromise generations of commitment to feeding our state and the world at large.
  • Prioritize the water and land rights of farmers and ranchers, while facilitating ecological stewardship of our environment.
  • Lawfully prevent foreign acquisitions of Washington State lands.
  • Utilize clean nuclear energy technology to maximize energy independence.
  • Establish a memorandum of understanding with the Department of Energy to maximize local energy resources, such as hydroelectricity. 
  • Create anti-malware technology that anticipates what’s coming from our enemies
  • Secure a way to prevent the collapse of our tech and defense network from an EMP attack
AMERITOCRACY INITIATIVE
Embodying the teachings of Dr. Martin Luther King Jr., this Ameritocracy Initiative seeks to build a united coalition of citizens who are committed to the effort of empowering, elevating, and facilitating access to the American dream for all citizens, regardless of race, creed, color, or religion.
  • To ensure that every American citizen regardless of race, creed, color, religion, economic status, or personal preference is afforded the opportunity to pursue their own dreams.
  • The belief that a person’s ability to achieve the “American Dream” is not determined by how they look, but by what they choose to do.  We will remove barriers and facilitate pathways to success, through mentorship, coaching, and empowerment.
  • States benefit by investing in mechanisms that facilitate and elevate all citizens from poverty and despair. When citizens are able to participate in the “American Dream,” all communities benefit, both socially, and economically.

Semi Bird is a career American who has spent a lifetime in service to his country and community. Semi started his life's journey in the ghetto of East Oakland, California. He was born to a single mother of seven children, prior to the passing of the Civil Rights Act.

Semi's mother ensured that Semi was raised in a Christian environment and held accountable for his actions. Victim behavior was not tolerated in the household because Mrs. Bird wanted her children to become strong and resilient members of society.

Raised in Seattle since age 7, Semi struggled in K-12 and dropped out of high school after completing his junior year, he enlisted in the United States Marine Corps, knowing that if he wasn't furthering his education, he better be prepared to make something of himself, some way, somehow. This set him on a path where he'd eventually enroll in the U.S. Army in 2001. From there, despite his lack of schooling, he had positioned himself for a bright future. And that is all his mother had ever hoped for; a child who could take care of himself in this tough world.
